Type Code Change

We need you to modify your information system to support reporting type code 98. This new requirement supports the retiree return to work rules for the Public Safety Employees' Retirement System (PSERS).

Note: Because there are no ineligible PSERS positions, type code 99 is not valid for retirees working in a PSERS position.

Status Code Changes

Status codes N, P and R are now valid for PSERS retirees you report with type code 98. These status codes are used to identify cash out payments paid to retirees. These codes are not valid for active PSERS Plan 2 members.

This employer Web page provides additional PSERS Information including reporting requirements. (The PSERS Information page has been discontinued. Please refer to the Employer Handbook, PSERS Plan Rules.)

PSERS retirees who return to work have two options:

1. Stop their retirement and become an active member or
2. Elect to remain a retiree.

Those who choose to remain a retiree must be reported to DRS with type code 98.

Test Files

Sending us test files helps ensure you continue to report accurate information on time. We encourage all employers except those using WBET (for regular reporting) to submit test files.

Your test file should include a PSERS report and any other system you report to us, such as LEOFF. This allows us to verify we can process all of your retirement information. Each report should include typical information you report to DRS. The examples below should be on your test file:

• Report end dates on your PERS report and begin dates for the same members on your PSERS report – this supports the transition some of your employees will make
• Report new employees on your PSERS report – remember to include all required records, such as Member Profile Records
• Report Defined Benefit Records for several members and try to include more than one earning period
• Report Defined Contribution and Choice Records for PERS Plan 3 members

Below are questions we have received:

1. When we need to send a termination date mid-month, do we report earnings information and hours under both systems? Yes, for a PERS Plan 2 or Plan 3 member who elects to join PSERS on July 16th, we require you to report a July 15, 2006 end date on your PERS report and a July 16, 2006 begin date on your PSERS report. You also need to report the compensation, contributions and hours on each report based on the work performed within the date ranges.
2. Should we send our LEOFF report too? Yes, send all reports you typically send us along with a PSERS report.
3. Should we send Defined Contribution Records? Yes, but only on your PERS report for a Plan 3 member. PSERS only has Plan 2.
4. Should we report type code 99? Not for PSERS. Type code 98 is the only valid retiree return to work type code for PSERS. You can report type code 99 on your PERS report.

Member Information

You should receive Decision Packets and instructions by June 19, 2006 if you told us you have PSERS positions. Please distribute these packets – they include information to help current PERS Plan 2 or Plan 3 members decide if they want to stay in PERS or become a member of PSERS.
