DRS Rule Preproposals

State agencies use preproposals to let the public know that they are considering a rule proposal. These are also used to let the public know how they can become involved in the process. For more information, please see RCW 34.05.310.

All agencies file their preproposals with the Code Reviser's Office for publication in the Washington State Register (WSR). The WSR numbers shown on the right side of the table are assigned by the Code Reviser's Office. If you click on a WSR number below, you will go directly to the preproposal notice.

Rules related to Internal Revenue Code requirements – Amending rules will ensure continued retirement system plans qualifications and compliance with Internal Revenue Code requirements. 12-06-014
Engrossed Substitute House Bill (ESHB) 1981, Laws of 2011, and Engrossed House Bill (EHB) 2391, laws of 2007 – Amending rules to ensure compliance. Additional minor amendments to rules, due to ESHB 1981 and EHB 2391, will be completed. 12-06-003
Substitute House Bill (SHB) 2021, Laws of 2011, limits the annual increase amount of cost-of-living adjustments (COLA) for PERS Plan 1 and TRS Plan 1. The agency rules relating to COLAs will be amended to ensure compliance. 11-18-090
Duty Death & Disability Changes - LEOFF and WSPRS - Engrossed House Bill (EHB) 2519 and Substitute House Bill (SHB) 1679 were passed during the 2010 legislative session. Agency rules require updating for compliance with duty death and disability benefits outlined in EHB 2519 and SHB 1679. 10-18-063
Substitute House Bill (SHB) 2196 (Laws of 2010) - Allows members that transferred service credit from LEOFF Plan 1 to PERS Plan 1 between July 1, 1997, and July 1, 1998, the ability to include the years of transferred service in meeting the 25 years of member service required to qualify for up to five years of prior, or non-interruptive, military service credit. 10-18-061
Deferred Compensation Plan - The department will amend WACs associated with the deferred compensation plan as part of a general review. Changes will include, but are not limited to, updating of deferral tables with current limits. 10-11-049
Engrossed Second Substitute House Bill (E2SHB) 2617, Boards and Commissions - Elimination, eliminates the Employee Retirement Benefits Board (ERBB). The agency administrative rules relating to the ERBB need repealing, updating, and creation for implementation of E2SHB 2617. 10-09-018
Amend rules to incorporate provisions of Senate Bill (SB) 5303 (2009), the transfer of Public Employees' Retirement System (PERS) plan 2 members to School Employees' Retirement System (SERS) plan 2. 10-07-091
