This notice is to advise you that the Department of Retirement Systems (DRS) will be sending an email to you later today that will ask for your agency’s total 2011 Social Security (FICA) wage amount.

The 2011 Social Security wage information can be found in Box 3 on Form W-3 or on a similar report from your payroll system; or you may need to request the information from the person or agency that processes your agency’s payroll.

Why will DRS be asking for this information?

DRS is responsible for administering the Old Age and Survivors Insurance (OASI) Program for state and local government employers in the State of Washington and we are mandated by RCW 41.48.065 to bill participating employers for the cost of administering the program.

What is a ‘participating employer’?

A state or local government agency that is covered for voluntary Social Security under Washington’s Section 218 Agreement.

What amount will my agency be invoiced?

The invoice amount is calculated using a formula based on several factors:

  • The number of OASI-covered agencies (1,193)
  • Your agency’s total 2011 Social Security wage amount
  • The total budget amount of the OASI program ($141,000)
  • A minimum invoice amount of $25

When will my agency receive the OASI Invoice?

Invoices will be generated in April 1, 2012 and will be due on May 15, 2012.
