What is this Notice about? This email notice is to advise you that the Department of Retirement Systems (DRS) will be sending another email to you later this week asking you to provide one piece of data: the amount of your agency’s total 2013 wages that were subject to Social Security (FICA) withholding.
The 2013 Social Security wage information can be found in Box 3 on Form W-3 or on a similar report from your payroll system; or you may need to request the information from the person or agency that processes your agency’s payroll.
We have found email to be the most efficient method to gather this data from employers. We will be sending you an email asking for the TOTAL amount of your agency’s 2013 wage amount that was subject to Social Security (FICA) withholding. The email will ask you to hit “reply”, enter the “amount” in the space provided, then hit “send”. Attached is an example of what the email will look like.
Why will DRS be asking for this information? DRS is responsible for administering the Old Age and Survivors Insurance (OASI) Program for state and local government employers in the State of Washington and we are mandated by RCW 41.48.065 to invoice participating employers for the cost of administering the program. Each agency’s 2013 Social Security wage data is part of the formula for calculating the agency’s OASI invoice amount.
What is a ‘participating employer’? A state or local government agency that is covered for voluntary Social Security under Washington’s Section 218 Agreement.

When will my agency receive the OASI Invoice? Invoices will be generated March 1, 2014 and will be due on April 15, 2014.
