DRS Rule Preproposals

State agencies use preproposals to let the public know that they are considering a rule proposal. These are also used to let the public know how they can become involved in the process. For more information, please see RCW 34.05.310.

All agencies file their preproposals with the Code Reviser's Office for publication in the Washington State Register (WSR). The WSR numbers shown on the right side of the table are assigned by the Code Reviser's Office. Select a WSR number to go directly to the preproposal notice.

Annual notification of accumulated service credits: To update the process of providing annual notification to members in accordance with RCW 41.50.065. 17-21-017
Eligibility for membership in the Public Employees' Retirement System (PERS), Teachers' Retirement System (TRS), School Employees' Retirement System (SERS) and Public Safety Employees' Retirement System (PSERS): To clarify that eligibility for early retirement does not make a member ineligible to establish membership in another state retirement system. Eligibility for membership in the Law Enforcement Officers' and Fire Fighters' (LEOFF) Retirement System: To clarify how the department interprets the statutes to determine LEOFF eligibility. Law Enforcement Officers' and Fire Fighters' Plan 2 Disability – To clarify and update rules concerning the administration of LEOFF Plan 2 nonduty, duty and catastrophic disability retirement benefits. 17-17-120
Petitions for review of the department's administrative decisions – The Department of Retirement Systems is evaluating the petitions process, and might identify alternative methods for seeking resolution to some administrative decisions. 17-11-021
Interest on defined benefit member accounts – Calculating and crediting regular interest in the defined benefit member accounts of the Public Employees’ Retirement System, the Teachers’ Retirement System, the School Employees’ Retirement System, the Public Safety Employees’ Retirement System, the Law Enforcement Officers’ and Firefighters’ Retirement System, and the Washington State Patrol Retirement System. This action may affect both the rate and methodology for calculating and crediting interest. 13-15-128
