Applies to: DSHS Employers
Subject: DRS Notice 25-009, Letter and Form for Transferring Qualified PERS Employees into Public Safety Employees’ Retirement System (PSERS) Plan 2

Please note: We are emailing this notice to only the primary main contact for each employer. If this is not part of your responsibilities, we ask that you forward your email to the appropriate person or unit.

This is a follow up notice for you and your employees about PSERS Plan 2 eligibility.

Your qualified PERS Plan 2 or 3 employees who meet the eligibility requirements on June 1, 2025, can transfer to PSERS Plan 2 during the election period beginning June 1, 2025, and ending Sept. 1, 2025. Newly hired employees who meet the eligibility requirements will become PSERS Plan 2 members beginning June 1, 2025.

To help your qualified employees make their decision, we are providing an election letter with links to a dual membership flyer and a recorded presentation.

All your eligible employees must either elect membership in PSERS Plan 2 or elect to stay in PERS. To document their choice, this election form is required. We encourage you to attach the election letter and form to an email; this will give you an electronic record you can use to document that you notified your eligible employees. Ask them to fill it out, sign it and return it to you. You will also use the information on the forms to report them in ERA. If any of your eligible employees are on leave, send them the materials so they don’t miss the election period. Failure to meet the Sept. 1, 2025, deadline will result in the employee(s) remaining in PERS. There are no exceptions.

Note: Please let us know if you have employees who meet the new eligibility requirements by emailing us at drs.employersupport@drs.wa.gov.
